Tuberculosis killed 1.3 million last year: WHO
GENEVA - Tuberculosis claimed 1.3 million lives last year with drug-resistant forms of the infectious disease -- the deadliest after AIDS -- a huge global concern, the WHO warned Wedesday.
Worldwide efforts to rein in the killer airborne disease helped drive the toll down 100,000 from the previous year, the World Health Organization said in its annual report on the fight against TB.
But the toll remains the world's second-highest for an infectious disease, after HIV/AIDS.
An estimated 8.6 million people caught tuberculosis in 2012, with India alone accounting for 26 percent of cases, and China, 12 percent.
According to the WHO, close to one-third of TB cases were in Southeast Asia, just over a quarter in Africa and around one-fifth on the Western Pacific region.
Looking at the longer-term picture, the number of infections fell by nearly half from 1990 to 2012.
But experts reckon only two-thirds of last year's 8.6 million new cases were actually diagnosed, leaving an estimated three million people unaware they had the disease.
Those most at risk are typically among the worst-off groups of the population, the report said.
"To find the three million TB cases means we need to reach beyond the current health services, we need to look at where these cases are," WHO expert Karin Meyer told reporters.
"These are often vulnerable populations, displaced populations, migrant population, quite difficult to reach," she added.
Global health experts also warned of the growing threat posed by a strain of TB that resists drugs used to fight the classic form.
Multidrug-resistant TB, or MDR-TB, which emerged due to erratic treatment of the regular strain or excessive use of anti-TB medication, claimed 170,000 lives last year, the WHO said.
Some 94,000 people were diagnosed with MDR-TB last year, twice the figure in 2011.
But the true number of cases is thought to be around five times higher, the WHO added.
'A real public health crisis'
The highest density of MDR-TB cases is found in the former communist countries of Eastern Europe and Central Asia.
Those are places where TB programs have long been in place, but where failings in health services have allowed drug-resistance to build up, officials said.
In contrast, Africa has seen lower levels of MDR-TB, in part because of weaker access to standard TB treatment in the past.
Other countries hit hard by MDR-TB include China and India.
"The unmet demand for a full-scale and quality response to multidrug-resistant tuberculosis is a real public health crisis," said Mario Raviglione, head of the WHO's TB program.
The standard drugs used to treat TB are isoniazid and rifampicin. Vaccines are in development, but are not expected to hit the market before 2025, the WHO said.
MDR-TB is able to ward off both isoniazid and rifampicin.
It can be treated with bedaquilin, which came onto the market at the end of last year and is the first new TB drug in four decades.
But bedaquilin is costly, the WHO stressed, with a $30,000 (22,000-euro) price tag for a six-month course of treatment in developed countries, and some $1,000 in the developing world.
Since the WHO launched a major anti-TB drive in 1995, a total of 56 million people have been treated and 22 million lives saved, the agency said.
"Quality TB care for millions worldwide has driven down TB deaths," said Raviglione.
"But far too many people are still missing out on such care and are suffering as a result. They are not diagnosed, or not treated, or information on the quality of care they receive is unknown," he added.
The agency also warned funding for its anti-TB campaign was falling short of its target.
A conventional two-year course of TB treatment costs between $4,000 and $10,000 in developing countries.
The WHO said it needed to bridge a $2 billion annual gap in order to meet its overall requirement of up to $8 billion a year to fight the disease in low and middle-income countries.

Jinri Park bids Manila goodbye to study acting in Korea
Long-time Philippine resident Jinri Park bade her Filipino fans goodbye on Wednesday. The 25-year-old Korean model, actress and radio jock moved back to her native South Korea where she will stay indefinitely to pursue serious training in acting.

“The fact I’m leaving is really because I do miss my family and want to take acting seriously. I applied for masters in acting in Korea,” she said in a farewell note she posted on Instagram.
Jinri turned her back on a leading lady role in the Vic Sotto sitcom “Vampire ang Daddy Ko”, a regular show on RX 93.1, and a growing profile as a model for men’s magazines and her own photo books.
But unlike Sandara Park before her, she said she was “not quitting showbiz” and promised to return. However, she did not rule out the prospect of joining South Korea’s entertainment industry.
“If there’s an opportunity to join showbiz there, I’ll try it out, but I’m not going there to be an actress/K-pop artist. If it happens then it happens,” she posted when she broke the news of her departure last month.
Recently, she raised a lot of eyebrows when she guested on Edu Manzano’s talk show “What’s Up, Doods?” and said she found comedian Ramon Bautista “really attractive now”.

Kanye West proposes to Kim Kardashian on her 33rd birthday
Rapper Kanye West popped the question to his reality star girlfriend Kim Kardashian at San Francisco’s Major League Baseball stadium which he rented for her 33rd birthday.
Grammy-winning West, 36, proposed to the star of the TV reality show “Keeping Up with the Kardashians” at AT&T Park, home of baseball’s San Francisco Giants, and presented her with a diamond ring on Monday evening.
Kardashian posted a photograph on the Instagram photo-sharing website (see right) of her hand with a large ring on her finger as the words “Pleeease Marry Meee!!!” flashed on the ballpark’s video board in the background.
“Yes!!!” she said in a message on the website.
The reality star’s publicist, Ina Treciokas, confirmed that the couple is engaged.
West and Kardashian started dating in April 2012 and have a daughter, North West, who was born in June.
It will be the third marriage for Kardashian and the first for West.
Kardashian wed her second husband, NBA basketball player Kris Humphries, in an elaborate ceremony filmed for the reality TV show, but the union lasted only 72 days. Her first marriage to music producer Damon Thomas also ended in divorce.

US firm offers balloon rides to edge of space
CAPE CANAVERAL, Florida -- Hoping to cash in on a growing appetite for adventure, an Arizona startup has unveiled plans for a balloon ride to the stratosphere, offering passengers about two hours of space-like views from 19 miles above Earth.
Privately owned World View, an offshoot of Paragon Space Development Corp., plans to start selling tickets at $75,000 per person within a few months, said chairwoman and president Jane Poynter.
The company expects to begin flight tests of a demonstration vehicle this year in Arizona and could be flying passengers within three years, Poynter said.
Initially, six passengers and two pilots would be aboard a pressurized capsule that is still under development.
The Federal Aviation Administration has determined it must meet the same safety requirements as a manned spacecraft orbiting Earth.
"At Paragon's intended altitude, water and blood boil, and an unprotected person would rapidly experience fatal decompression," the FAA, which oversees commercial spaceflight in the United States, wrote in a letter Paragon provided to Reuters.
The FAA said it took no position as to whether an altitude of 30 kilometers constitutes outer space, but that Paragon's capsule will need to be capable of operating in space.
By comparison, rides aboard SpaceShipTwo -- a suborbital six-passenger, two-pilot vehicle owned by Virgin Galactic, an offshoot of Richard Branson's London-based Virgin Group -- is expected to reach about 68 miles.
At that altitude, passengers will experience a few minutes of weightlessness in addition to seeing the curvature of the Earth set against the black sky of space.
World View capsules would be propelled by a 40-million cubic-foot (1.1 million cubic-meter) helium balloon and a steerable parafoil, an inflatable wing-shaped parachute.
They should take about 90 minutes to two hours to reach peak altitude, more than twice as high as where commercial jets fly.
Longer, less expensive
While the view may not be as expansive as what SpaceShipTwo can offer, it will last longer.
Project developers expect the capsule to linger in the middle of the stratosphere for about two hours before returning to the ground. The descent should take 25 to 40 minutes.
A World View ride would cost less than one-third of the $250,000 it will cost to fly on SpaceShipTwo. So far, about 650 people have put down deposits or paid for rides on the latter, which is undergoing testing at manufacturer Scaled Composites' facility in Mojave, California.
Virgin Galactic aims to begin passenger service next summer, Branson said last month.
Virgin Galactic and others have shown that the luxury market has shifted from high-end goods to high-end experiences, Paragon co-founder and Chief Executive Taber MacCallum told Reuters.
"(We) found we could put together a business plan that closed in a ticket price that is not too different from other luxury experiences, like a high-end safari and things like that," MacCallum said.
The FAA letter describes World View's initial launches as taking place from New Mexico's Spaceport America, a commercial port whose anchor tenant is Virgin Galactic. Poynter said the firm is looking at several US launch sites.
For added safety and for landing, a steerable parafoil will remain deployed and attached to the capsule throughout the ride, Poynter and MacCallum said.
"The balloon you're under is the thickness of a dry cleaner bag. It's very thin material by necessity to get you so high. That's where the technical risk lies. The risks of decompression of the spacecraft or life-support systems failures are really pretty small. We've got lots of redundant systems and we can return to lower altitudes pretty quickly," MacCallum said.
"There is a chance -- and every once in a while you see in scientific ballooning -- of a balloon failure. That's really what took us to having this para-wing, or parafoil always open so that from just about any altitude the vehicle could safely glide back," he added.

Wall Street rises as jobs data supports US Fed policy
NEW YORK - U.S. stocks climbed on Tuesday, pushing the S&P 500 to yet another record high, after weaker-than-expected job creation last month reinforced expectations the Federal Reserve will hold the course on its economic stimulus into next year.
U.S. employers added 148,000 workers last month, well below the 180,000 economists had expected. The data was seen as supporting the Fed's decision to maintain its $85 billion in monthly bond purchases, which has been a major factor in the S&P 500's 2013 rally of 23 percent.
Many economists now think the Fed will refrain from scaling back its easy money policy, which has kept borrowing costs low, until next year. The central bank surprised market participants in September when it held off on any plans to trim its stimulus.
"Another soft report on the employment numbers just continues to lead us to believe the Fed will be with us at the holiday table this year with their full $85 billion and ringing in the New Year probably at that rate as well, which the markets like," said Darrell Cronk, regional chief investment officer at Wells Fargo Private Bank in New York.
But gains were limited on the Nasdaq after some of the year's biggest winners, including Netflix Inc, reversed course to move lower.
"This is a horrible one-day reversal, taking out yesterday's action. We saw both higher highs and lower lows today, which is proof the stock is exhausted," said Frank Gretz, market analyst and technician for brokerage Shields & Co in New York.
Netflix shares fell 9 percent to $323.12, giving back gains that followed the release of the company's earnings report on Monday. With more than 17 million shares traded, volume was nearly eight times the average over the last 50 days.
Apple edged down 0.3 percent to $519.87, though losses ebbed after the company unveiled a new line of iPads.
The Dow Jones industrial average rose 75.46 points or 0.49 percent, to 15,467.66, the S&P 500 gained 10.01 points or 0.57 percent, to 1,754.67 and the Nasdaq Composite added 9.517 points or 0.24 percent, to 3,929.566.
The gains marked the fourth straight record close for the benchmark S&P index.
Consumer staples, up 1.4 percent, was among the best performing S&P sectors, boosted by a 4.2 gain in Kimberly-Clark Corp to $102.97 after the maker of Kleenex tissues posted bigger-than-anticipated quarterly profit.
Transocean shares rose 6 percent to $49.35 after S&P Dow Jones Indices announced the drilling services company will replace Dell on the S&P 500 index after the close of trading next Monday.
Shares of cloud software maker VMware Inc rose 2.8 percent to $85 a day after it reported a higher-than-expected profit.
According to Thomson Reuters data through Tuesday morning, of the 128 companies in the S&P 500 that have reported earnings, 63.3 percent have topped analysts' expectations, roughly in line with the beat rate since 1994 but below the 66 percent rate over the past four quarters.
On a revenue basis, 52.3 percent of companies in the S&P 500 that have reported results have beaten Wall Street expectations, short of the 61 percent beat rate since 2002 but slightly above the 49 percent rate over the past four quarters.
Advancing stocks outnumbered declining ones on the NYSE by 2,210 to 805, while on the Nasdaq, advancers beat decliners 1,397 to 1,148.

Google may let you use computer with ‘hand gestures’
MANILA, Philippines — U.S. tech giant Google, now awash with millions of cash due to its booming income, has filed a patent application on a user interface that allows users to transmit computer commands through mere hand gestures.
In its application to the U.S. Patent and Trademark Office last Oct. 15 innocuously titled “Hand gestures to signify what is important,” Google sought to own first dibs on a technology that enables people to execute commands on a wearable computer device, such as the much-touted Google glass.
In a drawing sheet, the company illustrated that the technology may be used to grab video stills by making hand gesture of a heart over the video.
“In accordance with example embodiments, hand gestures can be used to provide user input to a wearable computing device, and in particular to identify, signify, or otherwise indicate what may be considered or classified as important or worthy attention or notice,” the company said.
The technology may be seen to complement the further maturity of its Google glass device, which now allows users to record videos and snap pictures through voice commands.
In its patent filing, Google indicated that the hand-gesture technology will be used on a “wearable computing device, which could include a head-mounted display (HMD) and a video camera.”
“Particular hand gestures could be used for selecting portions of a field of view of the HMD, and generating images from selected portions,” Google said.
“The HMD could then transmit the generated images to one or more applications in a network server communicatively connected with the HMD, including a server of server system hosting a social networking service,” Google added.
This is not the first time, however, that Google toyed with the idea of a hand-gesture operated technology, only its first one was an April Fool’s prank. Google Motion, publicized in April 1, 2011, reportedly allows users to use gmail with body movements.
Google has not released an official statement about the hand-gesture technology and it may also be possible that the patent application may just be an attempt to ward off patent trolls
With the company’s balance sheet swimming in a sea of liquidity, due to a steady stream of ad revenues that propped up its third quarter income by 36 percent over last year to $3 billion, Google has been more and more ambitious in pursuing frontier technology, or “moonshots” as the company calls it.
The Internet search company even has a dedicated facility called Google X specifically tasked to develop and study the viability of these projects, which right now include a driverless car, a high-altitude helium balloon that will beam down broadband internet to remote areas, and the Google glass.
The company is also studying how to extend the human lifespan through its biotech company Calico.

Apple offers free OS upgrades for life
SAN FRANCISCO — Apple Inc on Tuesday offered free upgrades for life on its operating system and business software, and unveiled thinner iPads and faster Mac computers ahead of a competitive holiday shopping season.
The debut of the one-pound iPad Air and MacBook Pro with sharper ‘retina’ display repeats a pattern of recent launches with improvements in existing lines rather than totally new products, and Apple shares fell 0.3 percent for the day.
Apple said upgrades to its Mac operating system and iWork software suite, which compete with Microsoft Corp’s Excel, Word and other applications, will now be offered for all MacBooks and Mac computers.
That brings Apple’s model of free system software upgrades on phones and tablets to the computer market, where Apple is still the underdog to Microsoft’s Windows.
Apple may be trying to safeguard its grip on mobile software as Microsoft revs up its Windows-powered Surface Pro, which runs applications, such as Word or Excel, that are the standard for business customers, analysts said.
“We are turning the industry on its ear, but this is not why we’re doing it,” Apple Chief Executive Tim Cook told media and technology executives at San Francisco’s Yerba Buena Center.
“We want our customers to have our latest software.”
The market is awash in inexpensive tablets running Google Inc’s Android software, but the company may be focused on fending off a threat from the high end.
“In the tablet PC market, they do think Microsoft is a bigger threat than Android,” said Gartner analyst Carolina Milanesi. “The iPad Air will compete with Surface Pro, not some rinky-dink Android tablet.”
Gartner estimates that Apple’s share of the global tablet market will slip to 47.2 percent in 2014, with Android-based tablets just overtaking Apple’s this year. The IT research outfit expects Microsoft tablets to grab 3.4 percent of the market this year, double the 1.7 percent forecast for 2013.
Pressure
Microsoft gets 65 percent of its Windows revenue, which totaled $19.2 billion last fiscal year, from PC manufacturers which put the system on its machines, and 35 percent from other sources, chiefly people and businesses buying its software separately to install themselves.
The latest version of Windows, when bought separately to install on an old computer, starts at $120 for a home version and goes up to $200 for the full ‘Pro’ version. The latest Windows 8.1 upgrade was free for customers running Windows 8.
Apple’s product launches on Tuesday were evolutionary, with the new iPads equipped with faster processors and better screens. Cook, at an industry conference in May, had hinted at “several more game changers” from Apple which could include wearable computers, but had not given a time frame.
“As always with Apple, expectations on systematic breakthrough hardware innovations are irrational,” said Forrester analyst Thomas Husson said. “Apple is good at inventing new products and at maximizing profitability of its product range over time through software innovations and clever marketing.”
Apple’s new iPad Air – its full-size tablet – is about 20 percent thinner than the previous generation of tablets, weighs one pound and starts at $499. It will go on sale on November 1.
The iPad mini now has a “retina” high-resolution screen and starts at $399, compared with $329 for the previous mini model. The two new tablets would face stiff competition, with Microsoft, Nokia and Amazon.com Inc all plugging rival devices in coming months.
Apple also showed off a new Mac Pro, a premium and high-powered cylindrical desktop computer that will be assembled in United States. It had shown the computer at a previously event.
For the first, Apple will launch the new iPads simultaneously in the United States and China, its biggest market, which is also a key growth region.
Apple, which jumpstarted the tablet computing market in 2010 with the first iPad, has already come under increasing pressure from cheaper devices ranging from Amazon’s Kindle Fire to Samsung Electronics Co Ltd’s Note.
But while Apple is ceding market share to rivals, its superior library of apps and content should safeguard its lead for years to come, analysts say.
Longer term however, investors hope to see real device innovation from a company that has not unveiled a new breakthrough product in years.
Cook on Tuesday dismissed the competition as directionless.
“Our competition is different: they’re confused,” he said. “Now they’re trying to make PCs into tablets and tablets into PCs. Who knows what they’ll do next?”
“We have a very clear direction and a very ambitious goal. We still believe deeply in this category and we’re not slowing down on our innovation.”

Nokia launches tablet to join Microsoft gadget push
ABU DHABI — Nokia has unveiled its first tablet and large-screen smartphones, which will form part of Microsoft’s global push to become a leading player in consumer devices when it takes over the Finnish company’s handset business.
The Lumia 2520 tablet, along with the Lumia 1320 and 1520 phones are among the last products Nokia developed before deciding to sell the devices unit to Microsoft in a deal that is due to close in the first quarter of next year.
Nokia, once the global leader in mobile phones, arrived late to the smartphone race and has struggled to catch up with Apple and Samsung, who dominate the increasingly crowded market for large-screen smartphones, known as phablets.
The Lumia tablet, which has a 10-inch screen, will also face tough competition from the likes of Apple, which is expected to unveil slimmer, faster iPads on Tuesday. The phablets, which both have 6-inch screens, will take on a multitude of similar devices from Samsung.
Analysts said the new products, which will retain the Nokia brand after the Microsoft handover, are priced low enough to attract interest.
The Lumia 2520, which comes in glossy red and white as well as matt cyan and black versions, is expected to start shipping in the fourth quarter for about $499.
“The tablet is a nice design, it’s a good-value proposition,” Gartner analyst Annette Zimmermann said, though she doubts that Nokia’s first foray into the tablet market will bring billions in sales.
Possible clash
Others also questioned whether the new launch is enough to lure consumers back to Nokia and Microsoft, while Forrester analyst Thomas Husson said the Lumia 2520′s position for Microsoft is unclear, particularly after the software giant launched its own tablets.
At midnight on Monday, Microsoft started selling its Surface 2 and Surface Pro 2 tablets. Still feeling its way in the computer hardware business, the company is banking on the lighter and faster models boosting the lackluster sales of its touch-screen devices.
“Despite a more affordable price, the respective positioning of Nokia’s tablet versus the Surface 2 is not obvious and will have to be dealt with after the Nokia acquisition,” Husson said.
The new devices will help Microsoft to increase the number of Windows users, but Husson said he expects it to remain a long way from “a significant installed base of consumers”.
Nokia’s former chief executive Stephen Elop, hired in 2010 to turn round the company, decided in early 2011 to drop Nokia’s own operating system in favor of the Microsoft’s untested Windows Phone software.
The Lumia devices have been well received by technology blogs and critics, but sales have been slow to pick up, partly because of a lack of Windows Phone apps and a limited marketing budget.

Oracle adds 10 new cloud services
MANILA, Philippines — U.S. multinational computer company Oracle Corp has added 10 new cloud computing services in line with the company’s bid to deliver the most comprehensive cloud portfolio in the industry.
The new services, which will be available on a subscription basis, expand the company’s portfolio of application, social, platform, and infrastructure services.
“Unlike other clouds that offer services in one or two layers, Oracle Cloud is the only cloud that delivers a broad portfolio of integrated services across applications, social, platform, and infrastructure,” the company said in a press release.
Oracle said that the new services will help “customers and partners further capitalize on the power of cloud computing.”
The 10 new services are the compute cloud, object storage cloud, database cloud, java cloud, business intelligence cloud, documents cloud, mobile cloud, database backup cloud, billing and revenue management cloud, and cloud marketplace.
“Oracle Cloud provides the industry’s most complete suite of modern, enterprise SaaS applications including Human Capital Management, Customer Experience, and Enterprise Resource Management, with built-in business intelligence, social and mobile capabilities,” the company said.
Flexibility is also accorded to customers as they can choose to deploy Oracle software in traditional on-premise data centers, private clouds, or in other public clouds.
According to the company, they currently support nine million customers and 19 billion transactions daily on 7,000 servers and 200 petabytes of storage in 13 data centers in the world.

Western Union pledges $220,000 for nationwide financial literacy campaign
MANILA – The philanthropic arm of Western Union and its agents Petnet and eBusiness Services last week helped launch a nationwide financial literacy campaign with a $220,000 pledge.
In a statement, Western Union Foundation said “Peso-sense” is meant to increase financial literacy by promoting productive expenditure, greater savings and entrepreneurship among recipients of remittances. The campaign, which started with the “Peso-Sense at Christmas” module, will target students, young adults, entrepreneurs, homemakers and retirees.
“Western Union’s consumers are ambitious and resourceful and their most important aspiration is to secure their financial future, increase their standard of living and improve their level of education,” said Western Union Foundation president Patrick Gaston.
“However, for too many, their dreams are delayed or out of reach. What they lack is the encouragement, training and tools to accelerate their aspirations through innovation and new ways of thinking. The Western Union Foundation’s mandate is about empowering people to reach their destination through education and knowledge. Our funding of Peso-Sense is about making the journey easy to inspire individual innovation and entrepreneurship,” he said.
The Commission on Filipinos Overseas will implement the campaign with assistance from the United Nations Development Programme.
“Our overseas Filipinos deserve their financial freedom considering the blood, sweat and tears they have invested while working and living outside the country. Collaborative initiatives between the government of the Philippines, corporate sector and inter-governmental and non-governmental organizations are crucial to helping them achieve their individual goals and we thank Western Union for initiating this multi-stakeholder campaign,” said Commission Secretary Imelda Nicolas.
According to research conducted by Ipsos and sponsored by Western Union, two-thirds of overseas Filipino workers (OFWs) who send money home were unsatisfied with how their beneficiaries spend the remittance, most of which ends up paying for food, education and debt. The study further showed that nine out of 10 respondents agreed that a financial literacy campaign would benefit them.
“Financial literacy is an essential component of access to inclusive financial services. It can assist in developing inclusive financial markets by empowering the poor to evaluate options and take responsibility for their financial decisions by choosing products and services best suited to their capacities and needs,” UNDP Philippines country director Toshihiro Tanaka said.
“Growth becomes inclusive when the poor participate in the growth process and share the benefits. With financial literacy, this participation in the growth process can become a reality as the poor develop their capacity to save and invest”, he said.
