EU roaming charges drop sharply on Saturday

BRUSSELS, Belgium — Mobile phone roaming fees in the EU will fall sharply on Saturday, the last step before they are abolished completely for Europeans next year.

The European Union will scrap phone roaming charges outright on June 15, 2017 ending fees loathed by millions of holidaymakers and business travellers across Europe.

“We’re in the home stretch now before the end of roaming charges in 2017,” Andrus Ansip, the European Commission’s Vice President for the digital single market, said on Friday.

“This is not only about Europeans saving money, this is about bringing down barriers in the digital single market”.

With Saturday’s change, European users travelling on the continent will pay no more than an extra 0.05 euros per minute for calls, 0.02 euros per SMS and 0.05 per megabyte of data.

Currently, the cap is more than triple that at 0.19 euros per minute for calls, 0.06 euros per SMS and 0.20 euros per megabyte of data.

“We welcome the slashing of roaming prices,” said Monique Goyens, head of the European Consumer Organisation.

“Today’s consumers do not understand why crossing a border in Europe has to result in soaring phone and internet costs,” she said.

The end of roaming charges is a key element of the EU’s effort to create a far more unified market in Europe, especially for digital and communication services.

The EU mooted plans last year that would allow travellers to get online streaming services like Netflix or BBC iPlayer when abroad, something currently blocked.

2nd Korean Zika case reported

MANILA - South Korea has recorded its second case of Zika virus infection, involving a man who had a history of travel to the Philippines.

News agency Xinhua reported that the 20-year-old man claimed to have been bitten by mosquitoes while staying in the Philippines for five days through April 14.

The man developed symptoms of flu on April 20, and started manifesting rashes two days later.

It was the second  Zika case in South Korea since a 43-year-old man was diagnosed with the virus on March 22.

Department of Health Secretary Janette Garin said the new case has been confirmed by the Center for Disease Prevention and Control.

Garin said the patient is well and not in the Philippines anymore.

She added that those who came in contact with him in the country were not manifesting symptoms.

In March, a woman was diagnosed with Zika virus in the United States after having traveled to the Philippines.

Gay rights activist among two hacked to death in Bangladesh

DHAKA, Bangladesh - Two leading gay rights activists were hacked to death Monday at an apartment in Bangladesh's capital, police said, the latest deadly attack on minorities in the Muslim-majority nation.

Dhaka Metropolitan Police spokesman Maruf Hossain Sorder said at least six men entered the seven-story building, saying they were there to deliver a parcel to the home of one of the victims.

"Unidentified attackers entered an apartment at Kalabagan and hacked two people to death by machetes. Another person was injured," he told AFP.

Private station Jamuna TV, quoting witnesses, reported the attackers shouted "Allahu Akbar" (God is the greatest) and fired blanks to create panic as they left.

Police did not identify the victims, but an official from Roopbaan, the country's only LBGT magazine, named one as editor and gay rights activist Xulhaz Mannan.

He also named the other victim as Mahbub Tonoy, who is also gay and on the magazine's executive committee.

Roopbaan has become a platform for promoting the rights of LGBT Bangladeshis, seeking to spread tolerance in a nation where same-sex relationships are a punishable offense.

The US said Mannan had also been working with American development agency USAID in Bangladesh.

"I am devastated by the brutal murder of Xulhaz Mannan and another young Bangladeshi," said US ambassador Marcia Bernicat.

"We abhor this senseless act of violence and urge the government of Bangladesh in the strongest terms to apprehend the criminals behind these murders."

Online threats

USAID chief Gayle Smith called for the attackers to be brought to justice, describing Mannan as "the kind of person willing to fight for what he believed in."

Mannan and some of his friends launched Roopbaan two years ago and were behind an annual Rainbow Rally which since 2014 has been held on April 14, Bengali New Year.

Police banned the rally this year as part of widespread security measures, and briefly arrested four LGBT activists after they tried to hold the event anyway.

Ahead of the planned date, Mannan told AFP Islamists had posted threatening messages online.

"They have even set up an online group to threaten us," he said.

The killings come two days after a liberal university professor was hacked to death in the northwestern city of Rajshahi, the latest of several murders of secular bloggers and liberal activists.

The Islamic State group claimed responsibility for the attack, saying the 58-year-old professor who wrote poetry and fiction had been slain for "calling for atheism."

But Bangladesh Home Minister Asaduzzaman Khan rejected the assertion and said "local militants" carried out the murder.

Prime Minister Sheikh Hasina blamed the main opposition Bangladesh Nationalist Party (BNP) and its Islamist ally Jamaat-e-Islami for the killings.

"The BNP-Jamaat nexus has been engaged in such secret and heinous murders in various forms to destabilize the country," state-run BSS news agency reported. "Such killings are being staged in a planned way."

'Staged' killings

Hasina's government has been heavily criticized by rights groups for failing to protect the secular activists and Bangladesh's minorities.

Many secular bloggers have fled the country in recent months after receiving threats.

"There have been four deplorable killings so far this month alone," said Amnesty International South Asia director Champa Patel, in reaction to the latest killings.

"It is shocking that no one has been held to account for these horrific attacks and that almost no protection has been given to threatened members of civil society."

On Monday, Bangladesh's best-known blogger became the latest secular activist to be threatened, a warning he suspected was linked to his recent scathing criticism of the government.

Blogger Imran Sarker, who led major protests by secular activists in 2013 against Islamist leaders, said he had received a phone call on Sunday warning he would be killed "very soon."

IS has claimed killing non-Muslims and members of Bangladesh's minorities, while the local branch of Al-Qaeda said it murdered several secular bloggers and activists.

Bangladesh police, however, said they suspect banned local Islamist outfits, the Jamayetul Mujahideen Bangladesh and the Ansarullah Bangla Team, of being behind the killings.

Beyonce celebrates black women in intricate album-film

NEW YORK | Pop superstar Beyonce released a musically diverse new album in the form of a film Saturday, a bold tribute to the perseverance of African American women.

“Lemonade” was advertised only as a special on cable network HBO but, more than halfway through, Beyonce dropped an album by the same name.

The sixth studio album by the 34-year-old pop giant features collaborations with the critically acclaimed rapper Kendrick Lamar, garage rocker Jack White and the young R&B sensation The Weeknd.

It also shows a growing musical range by Beyonce, who performs one song with simple acoustic guitar, but elsewhere goes into hip-hop and electronica.

The movie opens with a bleak picture of betrayal and jealousy as Beyonce dances across New Orleans, smashing up cars as she rages against the infidelities of an unnamed partner.

The subject matter immediately triggered a fury of speculation on social media that “Lemonade” was an elaborate artistic announcement of separation from her husband, rap mogul Jay-Z.

But toward the end of the film, Beyonce heads into a chapter entitled “Forgiveness” as she is seen embracing a sullen-looking Jay-Z.

In a further sign that they are still together, Beyonce released the album of “Lemonade” exclusively on the Tidal streaming service led by Jay-Z.

Beyonce, who appears throughout the film with African American women in roles as speakers, artists and dancers, drew a theme early in “Lemonade” as the film cuts to a snippet from late civil rights leader Malcolm X, who is heard saying: “The most disrespected person in America is the black woman.”

The album is Beyonce’s first full-length release since her chart-topping self-titled album in late 2013.

The “Beyonce” album also brought in a strong visual component, with a series of short films to accompany the music.

But the theme of the 2013 album was far different, as it dealt with passion and monogamy, with the song “Drunk In Love” an ode to marital bliss sung in duet with Jay-Z.

Obama presses for repeal of anti-transgender, anti-gay laws

LONDON -- US President Barack Obama on Friday called for the repeal of laws in North Carolina and Mississippi which discriminate on the basis of sexual and gender orientation.

Visiting Britain as that country warned its citizens about US anti-gay and anti-transgender laws, Obama insisted British visitors would be greeted in the two states with "extraordinary hospitality."

But, he added, "I also think that the laws that have been passed there are wrong. And should be overturned."

"They're in response to politics in part. In part, some strong emotions that are generated by people. Some of whom are good people, but I just disagree with them, when it comes to respecting the equal rights of all people, regardless of sexual orientation," he said.

In Mississippi, Republican Governor Phil Bryant has signed a law allowing officials and businesses to deny marriage-related services to gay people or refuse to employ them if they feel it would violate their religious beliefs.

North Carolina last week moved to curtail a law targeting gay and transgender people, following a growing backlash from companies and celebrities, but stopped short of ending limits to public bathroom access.

"I think it's very important for us not to send signals that anybody is treated differently," Obama said.

Social media explodes as Prince tributes mark death of music icon

The sudden death of music legend Prince sent shockwaves through social media on Thursday, as masses of Twitter users flooded the site to express their heartfelt emotions.

Actors, musicians and celebrities quickly jumped on social media, sending messages of sadness and tributes as news of the singer’s death hit media outlets.

“‘A strong spirit transcends rules,’ Prince once said—and nobody’s spirit was stronger, bolder, or more creative,” tweeted President Barack Obama (@BarackObama) on Thursday.

“Prince” became the top-trending term on Twitter worldwide shortly after his death was reported. As of Thursday afternoon, his name had been tweeted more than 4 million times.

“He Changed The World!! A True Visionary,” tweeted Madonna (@Madonna) “What a loss. I’m Devastated.”

Celebrities around the globe used social media to highlight the singer and his influential, genre-defying music combining jazz, funk, R&B and disco. Prince won seven Grammy awards and an Oscar.

Actor-singer Will Smith said in a Facebook post that he was “stunned and heartbroken,” and had just spoken to Prince the night before his death.

“Today, Jada & I mourn with all of you the loss of a beautiful poet, a true inspiration, and one of the most magnificent artists to ever grace this earth,” he said.

Veteran R&B artist Lionel Richie said on Twitter, “I can’t believe it, I’m in total shock. So many wonderful memories, I will miss him.”

Prince first found fame in the late 1970s, and over the next three decades became known as one of the most inventive and eccentric forces in American pop music.

“Numb. Stunned. This can’t be real,” added pop star Justin Timberlake (@jtimberlake).

“This is what it sounds like when doves cry.. Prince R.I.P.

Condolences to his family & 2 us all,” tweeted Whoopi Goldberg actress and television personality (@WhoopiGoldberg).

“Prince the doves really are crying now. Listening to your music. Remembering you. #RIPPrince,” tweeted Oprah Winfrey (@Oprah).

Rapper Lupe Fiasco, who is scheduled to perform in Minneapolis Thursday night, encouraged concert-goers to wear purple in honor of the artist’s iconic song “Purple Rain.”

“We gone put on for Prince tonight!” tweeted Fiasco (@LupeFiasco).

Prince, born Prince Rogers Nelson, was a beloved icon in his home state of Minnesota. Following the news of his death, the Minnesota Vikings National Football League team tweeted “We’ve lost a legend way too soon.”

Prince recorded a song about the Minnesota Vikings, “Purple and Gold,” in 2010.

Minnesota politicians also leapt on social media to mourn the state’s beloved native.

Former Minnesota Governor and professional wrestler Jesse Ventura (@GovJVentura) tweeted, “What a day. Prince’s legendary music will live on, but today is a huge loss for Minnesota. He was one of a kind.”

Minnesota Congressman Erik Paulsen (@RepErikPaulsen) tweeted about the impact the artist had on his home state.

“Prince was the first concert I ever went to,” Paulsen tweeted from his verified Twitter account. “As talented as they come and a Minnesota treasure. He’ll be missed.”

Beyonce plans charity drive on ‘Formation’ tour

NEW YORK | Pop superstar Beyonce announced Wednesday that she would partner with charities on her upcoming tour, raising support for causes including improving water in lead-poisoned Flint, Michigan.

Beyonce, whose “Formation” tour opens next Wednesday, encouraged fans to contribute on the CrowdRise website to the United Way charity in Flint, with donors entered into a raffle to win VIP-section tickets.

Fans can also win tickets and upgrades by signing up on-site at concerts to support groups.

The beneficiaries are Global Citizen, which is dedicated to ending extreme poverty worldwide and puts on an annual concert in New York’s Central Park, and Chime for Change, a group founded by the Gucci fashion house that works with Global Citizen to promote the inclusion of women and girls.

“Through our collaborations with our strategic charity partners, we’ve created simple ways for everyone to participate,” said Ivy McGregor, director of philanthropy at Beyonce’s charitable arm BeyGood.

“Because we believe together we can make the world better — standing, living and giving in Good Formation,” she said.

The United Way, generally considered the largest charity in the United States, will also highlight local issues on each stop.

Beyonce also plans charity events on the sidelines of the tour in her hometown of Houston, the gangsta rap capital of Compton, California, and in Detroit where she will highlight the water crisis in nearby Flint.

More than 8,000 children in low-income Flint, which is majority African American, are believed to have drunk municipal water tainted by lead levels that had grown alarmingly high but were not immediately addressed by the government.

Beyonce has named the tour after her new song “Formation,” one of her most political works in which she takes up the mantle of the Black Lives Movement against police brutality.

Cable network HBO on Saturday will broadcast a Beyonce project entitled “Lemonade,” which a fan site has speculated will be an “album-film.”

Microsoft says game over for Xbox 360

Microsoft Corp said on Wednesday it would stop production of its popular Xbox 360 video game console, which helped the company gain a firm foothold in the market.

More than 80 million units of the console have been sold since it was launched in 2005.

Xbox 360 also introduced Microsoft’s Kinect motion-sensing game device. It was the company’s primary gaming console, until it launched the Xbox One in 2013.

The Xbox 360 launched with a number of popular video games including Activision Blizzard Inc’s “Call of Duty 2″ and Electronic Arts Inc’s “Need for Speed: Most Wanted”.

Microsoft said in a blog post it would continue to sell existing inventory of the consoles, and that it would continue to provide customer support.

The company’s Xbox Live network, which allows online multi-player gaming, will continue to be available for the Xbox 360.

Sales of older-generation consoles, such as the Xbox 360 and Sony’s PlayStation 3, have been declining as consumers shift to newer versions of the consoles from the companies.

“While we’ve had an amazing run, the realities of manufacturing a product over a decade old are starting to creep up on us,” said Phil Spencer, the head of Microsoft’s Xbox division.

The company has also introduced the ability for users to play games launched for the Xbox 360 on its latest console. Microsoft currently offers over 100 video game titles as a part of its “backward compatibility” feature.

Trump, Clinton win pivotal New York primary

NEW YORK -- Manhattan billionaire Donald Trump and former secretary of state Hillary Clinton won the New York primary on Tuesday, galvanizing their bids to win the Republican and Democratic nominations for the White House.

US networks called the race for the Republican frontrunner seconds after the polls closed in the country's fourth most populous state, signaling a crushing victory over his rivals.

"I have to say to the people that know me the best -- the people of New York -- when they give us this kind of a vote it's just incredible," the 69-year-old businessman told a victory party at Trump Tower in Manhattan.

Trump, whose campaign has appalled the Republican establishment, led on 65.1 percent to 13.7 percent for his evangelical rival Ted Cruz and Ohio Governor John Kasich on 21.2 percent, with nine percent of the vote counted CNN said.

He told supporters his campaign was going to "get a lot more delegates than anyone projected even in their wildest imagination."

Clinton was declared the winner over Vermont Senator Bernie Sanders around 40 minutes after the polls closed.

The former first lady and New York senator had 60.5 percent of the vote, against 39.5 percent for Sanders, CNN said based on nearly half of precincts reporting.

Clinton had banked on victory in her adopted home state to stall the momentum generated by her self-styled democratic socialist rival and get a needed shot in the arm after losing seven out of the eight previous nominating contests.

It was New York's most decisive primary in decades and Trump's victory in the state, which has 95 Republican delegates in play, will bolster his quest to sew up the nomination before party grandees can swing behind another candidate at the convention in July.

While New York City is largely Democrat, Republicans in rural areas and fallen manufacturing cities upstate warmed to Trump's populist message, despite his insults towards women, Mexicans and Muslims.

'A great time'
A relaxed and confident-looking Clinton, 68, dressed in a colorful tunic, voted earlier on Tuesday with husband, former president Bill Clinton, in the leafy Chappaqua suburb they call home.

"I had a great time going around the city in the last couple of days just seeing a lot of old friends, meeting new people," she said.

The three main candidates also claimed New York as home: Trump, who has never lived anywhere else; Clinton, who was twice elected the state's US senator; and Sanders, who was raised in Brooklyn.

The 74-year-old Sanders -- who has galvanized a youth movement with his call for health care as a right, free college education and campaign finance reform -- was hoping for a win or a close margin to keep alive his White House dreams.

Clinton currently leads with 1,791 compared to 1,115 for Sanders, according to a CNN tally -- putting her on course to clinch the 2,383 delegates needed to secure the party's presidential nomination.

It was not immediately clear how many of the 247 Democratic delegates and 44 superdelegates up for grabs in New York will be accorded to Clinton.

There had been deep frustrations over New York's strict rules governing the vote, particularly among independent voters not allowed to participate and who could have been expected to favor Sanders.

Only New York's 5.8 million Democrats and 2.7 million Republicans who registered by last October -- four months before the nation's first caucus election in Iowa -- are eligible to vote.

Voters and rights monitors reported numerous errors on voting lists in Brooklyn, including the purging of entire buildings and blocks of voters from the electoral roll.

New York Mayor Bill de Blasio, who has endorsed Clinton, called on the board of election to rectify the lists.

"The perception that numerous voters may have been disenfranchised undermines the integrity of the entire electoral process and must be fixed," he said.

Turnout was brisk at polling stations visited by AFP in Manhattan and Brooklyn, where a string of Democrats said they had voted for Clinton, who would make history if elected as America's first woman president.

"I think she's got the record across all of the issues that matter to me," said Rachel Karpf, 30, an arts producer who works in theater and lives in Brooklyn.

"I thought about Bernie Sanders quite a bit but I felt more comfortable voting for someone who has already a track record," she said.

Tens of thousands in London march against austerity, Cameron over Panama Papers

LONDON, United Kingdom - Tens of thousands of people marched through London on Saturday in protest against government spending cuts, with some activists demanding Prime Minister David Cameron's resignation over his family's offshore finances.

Demonstrators converged on Trafalgar Square calling for more investment in the health service, housing, education, and public sector pay, while some held up banners saying "Ditch Dodgy Dave" and "Cameron Must Go -- Tories Out!"

The protest, which also included demands to protect Britain's troubled steel industry, was planned long before Cameron's admission last week that he once held shares in his late father's offshore investment fund.

But The People's Assembly, which helped organize the trade union-backed march, said the revelations sparked by the so-called Panama Papers "prove that this is a government for the privileged few."

Cameron took the unprecedented step of releasing a summary of his tax returns for the past six years, but a new poll published late Saturday found 52 percent of voters believe he has not been "honest and open" about his finances.

A further 44 percent said his handling of his financial affairs was "morally repugnant," according to the ComRes survey for the Independent and the Sunday Mirror newspaper.

"For somebody in that position, you have a duty of care to the people of the country to be very open, very transparent," demonstrator Sarah Henney told AFP.

"Just because something is legal doesn't always make it right."

Opposition Labor finance spokesman John McDonnell was among a number of political figures who addressed the protesters, and he called for an end to the spending cuts introduced after the global financial crisis.

He later told the Press Association news agency: "I think Cameron should go, but I think he should take his party with him.

"His government is now bankrupt in terms of political ideas, and bankrupt in terms of what they have done with the economy as well."

Cameron, who was re-elected last year with a parliamentary majority, said he sold his shares in his late father's offshore investment fund before taking office, and denied the fund had been established to avoid tax.

But the row put the premier under pressure at a difficult time, as he seeks to manage an increasingly bitter fight within his Conservative party over the upcoming referendum on EU membership.

Some 128 of the 330 Conservative lawmakers in parliament and several of Cameron's own ministers are campaigning against him in favor of leaving the European Union ahead of the June 23 vote.

Veteran Tory MP Ken Clarke warned Saturday that if Cameron loses the referendum, he will be forced out of office.

Twitter hires new exec in bid to win China advertisers

SAN FRANCISCO, California — Twitter introduced a new head of operations Friday for what it calls Greater China despite still being banned in the mainland, as it attempts to boost already booming advertising.

While San Francisco-based Twitter is not allowed to operate in mainland China under the country’s strict Internet censorship, it does have an office in Hong Kong that courts advertisers over the border.

Twitter chief Jack Dorsey fired off a tweet from his @jack account welcoming former Microsoft and Cisco general manager Kathy Chen as managing director of Twitter’s Greater China operations.

“I’m really excited to find more ways to create value for our advertisers, enterprises, creators, influencers and our developers, and partners as well,” Chen said in a video snippet posted in a tweet from @TwitterGCN.

Twitter shared a link to a story in Hong Kong’s South China Morning Post that reported the company has seen advertising triple in Greater China since it opened an office in Hong Kong in March last year.

Twitter has been banned in mainland China since 2009, but the service is a way for businesses there to get advertising messages to potential customers in other parts of the world.

“We’ve seen success with Greater China export advertisers and publishers using Twitter to reach global audiences,” Twitter chief operating officer Adam Bain said in a tweet welcoming Chen to her new job.

Twitter last week added a PepsiCo executive and a British entrepreneur to its board as Dorsey continues an effort to shake up the stagnating one-to-many messaging service.

Twitter marked its 10th birthday last month, having become a powerful communication tool but still struggling to win users and reach profitability.

Since making a star-quality entrance a decade ago, Twitter has become a must-have tool for journalists, activists and celebrities but has struggled to show it can expand beyond its devoted “twitterati” to become a mainstream hit.

Twitter’s woes include a slump in its stock price to all-time lows this year — down nearly half from its 2013 stock market debut — and ongoing losses, even as its revenue grows.

Twitter’s base of monthly active users remained stuck at 320 million at the end of 2015. While that is a big accomplishment, Twitter has failed to keep pace with fast-growing rivals and to expand beyond its base.

Dorsey said Twitter priorities for this year include making it more intuitive to use; live-streaming video, and making it safer for people to freely express themselves on the platform.

US govt worse than all major industries on cyber security: report

Add caption
WASHINGTON — U.S. federal, state and local government agencies rank in last place in cyber security when compared against 17 major private industries, including transportation, retail and healthcare, according to a new report released Thursday.

The analysis, from venture-backed security risk benchmarking startup SecurityScorecard, measured the relative security health of government and industries across 10 categories, including vulnerability to malware infections, exposure rates of passwords and susceptibility to social engineering, such as an employee using corporate account information on a public social network.

Educations, telecommunications and pharmaceutical industries also ranked low, the report found. Information services, construction, food and technology were among the top performers.

Government agencies have struggled for years to keep pace with malicious hackers and insider threats, a challenge that came into focus after it was disclosed last year that more than 21 million individuals had their sensitive data pilfered during a breach at the Office of Personnel Management.

SecurityScorecard said it tracked 35 major data breaches across government from April 2015 to April 2016.

President Barack Obama has made improving cyber defenses a top priority of his remaining year in office. His administration asked Congress to dedicate $19 billion to cyber security in its fiscal 2017 budget proposal, which would include $3.1 billion for technology modernization at various federal agencies.

Federal agencies scored most poorly on network security, software patching flaws and malware, according to SecurityScorecard, which said they may be more vulnerable to risk due to their large size.

Of the 600 government entities tracked, NASA performed the worst, the report found. The space exploration agency was vulnerable to email spoofing and malware intrusions, among other weaknesses, according to SecurityScorecard’s analysis.

Other low-performing government organizations included the U.S. Department of State and the information technology systems used by Connecticut, Pennsylvania, Washington and Maricopa County, Arizona.

Government organizations with the strongest security postures included Clark County, Nevada, the U.S. Bureau of Reclamation, and the Hennepin County Library in Minnesota.

Strong 6.4-magnitude quake hits southwestern Japan

TOKYO - A strong 6.4-magnitude earthquake hit Japan's southwestern island of Kyushu on Thursday, but there was no danger of a tsunami, local authorities said.

The quake, which the US Geological Survey measured at 6.0, struck at 9:26 p.m. (1226 GMT) in Kumamoto, central Kyushu at a relatively shallow depth of 10 kilometers (6.2 miles), the Japan Meteorological Agency said.

The quake was followed about 30 minutes later by another smaller one with a magnitude of 5.7, the agency said. That quake also did not generate a tsunami warning.

Japan's public broadcaster NHK reported that some buildings had collapsed on Kyushu with people possibly trapped, though details were scarce.

Cameras set up by NHK showed violent shaking at the time of the quake, which was felt throughout Kyushu.

Japanese media reported that shinkansen, or bullet, train service was halted on the island.

NHK showed some damage including broken concrete. Residents stood outside making calls on mobile phones.

Watermelons fell from store shelves and lay crushed on the floor of a supermarket in Kumamoto city, near the epicenter, NHK footage showed.

Objects fell from shelves and staff ducked under desks as the quake shook the NHK office in Kumamoto, video showed.

“We intend to do the utmost to grasp the situation," Prime Minister Shinzo Abe told reporters. "I’m now planning to hear what we have gathered on the situation."

Kyushu Electric Co. said it was checking conditions at its Genkai and Sendai nuclear plants.

An official at the Sendai nuclear plant in Kyushu, who declined to be named, said the plant was operating normally but that officials were checking for any abnormalities.

There were no irregularities at the Genkai or Sendai nuclear plants, which are on the southernmost main island of Kyushu, or at the Ikata plant on nearby Shikkoku, the Kyodo news agency reported.

Japan sits at the junction of four tectonic plates and experiences around 20 percent of the world's most powerful earthquakes.

But rigid building codes and strict enforcement mean even powerful tremors frequently do little damage.

A massive undersea quake that hit on March 11, 2011, sent a tsunami barrelling into Japan's northeast coast, leaving about 18,500 people dead or missing, and sending several reactors into meltdown at the Fukushima nuclear plant in the worst atomic accident in a generation.

Wells Fargo admits deception in $1.2 billion US mortgage accord

Wells Fargo & Co (WFC.N) admitted to deceiving the U.S. government into insuring thousands of risky mortgages, as it formally reached a record $1.2 billion settlement of a U.S. Department of Justice lawsuit.

The settlement with Wells Fargo, the largest U.S. mortgage lender and third-largest U.S. bank by assets, was filed on Friday in Manhattan federal court. It also resolves claims against Kurt Lofrano, a former Wells Fargo vice president.

According to the settlement, Wells Fargo "admits, acknowledges, and accepts responsibility" for having from 2001 to 2008 falsely certified that many of its home loans qualified for Federal Housing Administration insurance.

The San Francisco-based lender also admitted to having from 2002 to 2010 failed to file timely reports on several thousand loans that had material defects or were badly underwritten, a process that Lofrano was responsible for supervising.

According to the Justice Department, the shortfalls led to substantial losses for taxpayers when the FHA was forced to pay insurance claims as defective loans soured.

Several lenders, including Bank of America Corp (BAC.N), Citigroup Inc (C.N), Deutsche Bank AG (DBKGn.DE) and JPMorgan Chase & Co (JPM.N), previously settled similar federal lawsuits.

But Wells Fargo held out, and its payment is the largest in FHA history over loan origination violations.
Friday's settlement is a reproach for "years of reckless underwriting" at Wells Fargo, U.S. Attorney Preet Bharara in Manhattan said in a statement.

"While Wells Fargo enjoyed huge profits from its FHA loan business, the government was left holding the bag when the bad loans went bust," Bharara added.

The accord also resolved a probe by federal prosecutors in California of alleged false loan certifications by American Mortgage Network LLC, which Wells Fargo bought in 2009.

No one has been criminally charged in the probes, and the Justice Department reserved the right to pursue criminal charges if it wishes, according to the settlement.

Franklin Codel, president of Wells Fargo Home Lending, in a statement said the settlement "allows us to put the legal process behind us, and to focus our resources and energy on what we do best -- serving the needs of the nation's homeowners."

Lewis Liman, a lawyer for Lofrano, did not immediately respond to requests for comment.

Wells Fargo on Feb. 3 said the settlement would reduce its previously reported 2015 profit by $134 million, to account for extra legal expenses.

Manny Pacquiao triumphant over Tim Bradley in retirement fight

Filipino boxing icon Manny Pacquiao won what may have been his retirement fight as he dominated American opponent Timothy Bradley in a 116-110, 116-110, 116-110 unanimous decision win on Saturday (Sunday in Manila) at the MGM Grand Garden Arena in Las Vegas, Nevada.

The 37-year-old Pacquiao knocked down his younger foe twice on the way to the big win, which also earned him the WBO International welterweight belt.

It also capped the trilogy between the two fighters, with Pacquiao coming out on top in the last two meetings between them. The Filipino is now 58-6-2 for his boxing career.

The first few rounds started slow as both fighters began the feeling things out.

The action increased around the fifth round, though, as the two exchanged on several occasions. Bradley landed a clean left uppercut and nice hook but Pacquiao had some of quick flurries as well.

After the sixth, the action picked up again as Pacquiao threw some nice opposite hooks, landing a hard right behind Bradley’s ear that had the American touching the mat with his gloves, giving the Filipino the first knockdown of the round.

Manny came out in the eighth round aggressively, showing some of his vaunted hand speed but Bradley was able to take control of the round as he landed some blows that had Pacquiao leaning on the ropes twice.

But Pacquiao had a huge round in the ninth, as he smacked Bradley with a nice left and followed that moments later with a short uppercut that sent his foe tumbling down to the ground for the second knockout.

Bradley was unable to turn the tide in the last rounds as Pacquiao controlled the fight.

Yahoo extends deadline for opening bids: report

SAN FRANCISCO, California – Yahoo has given prospective buyers an added week to make preliminary bids for the company’s core assets, tech news website Re/Code reported on Friday.

The struggling Internet pioneer has been briefing prospective buyers, according to US media reports that indicated the list of suitors included telecommunications titan Verizon, Google-parent Alphabet, and Time Inc.

The deadline for initial offers was reportedly extended from Monday to April 18, a day before California-based Yahoo releases earnings figures for the first three months of this year.

Re/Code attributed the information to unnamed sources close to the situation and “blabby bankers they talk to.”

Yahoo declined to comment on the report.

In letters to potential suitors, the troubled Internet company asked them what assets they were interested in, how they would finance such acquisitions and what terms would have to be met on their end, the Wall Street Journal reported last month, quoting people familiar with the matter.

The paper said some buyers might be interested in Yahoo’s core web business or parts of it, while others might bid for stakes in Alibaba or Yahoo Japan.

Yahoo CEO Marissa Mayer, who took over in 2012 with the mission of boosting growth, is in an increasingly difficult position.

Although Yahoo is one of the best-known names on the Internet and is used by around one billion people, it has fallen behind Google in Internet searches and has been steadily losing ground in online advertising.

Ironically, Mayer joined Yahoo as chief executive from Google a result of a proxy war launched by an activist investor group.

While Mayer has injected some energy and glamor into the company, Yahoo’s finances have failed to improve and its core operations are valued in the market as worthless, with the company’s valuation propped up by its stakes in Alibaba and Yahoo Japan.

In February, Yahoo said it was cutting 15 percent of its workforce and narrowing its focus as it explores “strategic alternatives.”

The California company reported a loss of $4.43 billion in the final three months of last year, due mostly to lowering the value of its US, Canada, Europe, Latin America and Tumblr units.

Image is all for Huawei’s new P9 smartphone flagship

LONDON — China’s Huawei Technologies presented its latest flagship smartphone on Wednesday, featuring a dual-lens camera co-engineered with Germany’s Leica that it hopes will set it apart from all the other Android devices on the market.

The P9, Huawei’s flagship device, is the first result of the tie-up between the world’s third biggest smartphone maker and Leica Camera AG, a 102-year-old firm whose cameras have shot some of the most famous images in the history of photography.

Huawei said consumers were increasingly focused on the photographic capability of smartphones, and the company wanted to partner the best in the field.

“Leica is the leading, premium iconic brand in cameras,” Richard Yu, chief executive of Huawei Consumer Business Group, said at a launch event in London.

The dual-lens 12 megapixel camera on the rear of the device separately captures monochrome and color images, and combines them to create more detail, depth and brighter colors than rival single lens cameras, he said.

Leica said the collaboration went far beyond just branding, with the two companies working together on lenses and image processing technology.

“A lot of people would like to have our red dot and put it on their product,” said Leica’s Chief Executive Oliver Kaltner.

“This is not what we are. We are the center of optical excellence worldwide, and we should take advantage of that knowledge.”

Photography dominated the event as professional snappers including Mary McCartney and David Guttenfelder from National Geographic took to the stage to show what the device could do.

There was little fanfare for other features, like a 5.2 inch display and Android 6.0 operating system, that are largely in line with launches from rivals such as Samsung and Xiaomi.

The P9 will be available in 29 countries from April 16, priced from 599 euros ($684), the company said.

Roberta Cozza, research director at Gartner, said Huawei’s technology was “great” but the company needed to innovate in areas like software to become a trend setter.

“They need users to pick the brand or upgrade within the brand from maybe a mid-tier, and the more they go into the premium end, the more they have to stand out as an overall experience,” she said.

Huawei, which leads the pack of Chinese smartphone makers, however is confident the P9 will help it gain ground on market leader in terms of volume Samsung and second-placed Apple.

It became the first Chinese company to ship more than 100 million smartphones, recording a 44 percent jump in devices to 108 million last year.

“We have the chance to be number two within two to three years, with market share of over 20 percent,” Yu said. “We have the chance to be number one in less than five years.”

Guns N’ Roses reunite early at LA club

LOS ANGELES | The long-awaited Guns N’ Roses reunion got off to a surprise early start Friday, with the band playing a show at a small Los Angeles club where the rock legends were first noticed.

Before a lucky 500 fans packed into the Troubadour in West Hollywood, singer Axl Rose and guitarist Slash performed for the first time together in public for more than two decades.

Videos posted online showed the 54-year-old Rose — still with flowing blond hair but without his once constant bandana — singing alongside Slash in his trademark top-hat over his black curls.

“You know where you are?” Rose yelled in his soaring voice in the signature line of “Welcome to the Jungle,” according to one segment shot by a fan — a technology that did not exist in the band’s glory days.

Social media posts said that Guns N’ Roses started the show with “It’s So Easy,” an energetic song with a bad-boy attitude that has frequently been the band’s opener.

Years of rumors of a Guns N’ Roses reunion came to fruition earlier this year when the band was announced as headliners for the Coachella festival, which will take place later his month in the California desert.

The band has since announced a full tour at arenas but had suspiciously left off any date in their native Los Angeles.

MAD SCRAMBLE FOR TICKETS

Guns N’ Roses early Friday announced the show for the evening. Some fans online initially thought that it could be an April Fools’ Day prank, but the band soon confirmed that tickets would be available — only in person and one each — at a “retro” price of $10.

A long crowd of fans, some wearing Guns N’ Roses T-shirts, quickly converged for a chance to buy tickets near the Troubadour at the designated sale site in the building of defunct Tower Records, now a store of guitar maker Gibson.

The strategy appeared to hinder scalpers, whose inflated prices have long infuriated artists.

Dozens of fans who could not score a ticket waited outside the venue late at night hoping to still hearing the music.

The Troubadour’s calendar had previously listed, cryptically, “Girl Rock (school) — showcase,” as its attraction for Friday, with a sketch of a student playing a guitar.

The Troubadour, with a capacity of 500, is legendary in music history as it helped launch the careers of artists ranging from Elton John to James Taylor. Members of The Eagles met for the first time at its bar.

Hollywood in the 1980s became the epicenter of heavy metal, and Guns N’ Roses landed a contract with Geffen Records after a show at the Troubadour.

The result of that deal, 1987′s “Appetite for Destruction,” remains the best-selling debut album ever, with fans drawn to Rose’s range and raw anger coupled with Slash’s intricate guitar playing.

TOUR YEARS IN THE MAKING

But Guns N’ Roses, notorious for their antics on the road and the tension between Rose and Slash, last played together in 1993 in Buenos Aires.

Rose later continued Guns N’ Roses with other lineups, all the while receiving lucrative offers to reunite.

The band on Friday also announced details of the North American tour, which will all be in stadiums — a far cry from the intimate Troubadour.

The main leg of the “Not in This Lifetime Tour” will begin on June 23 at Ford Field in Detroit, home to the National Football League’s Detroit Lions, and run until August 22 in San Diego.

Guns N’ Roses have only announced three shows outside the United States — April 19 and 20 in Mexico City and July 16 in Toronto.

In the band’s heyday, Guns N’ Roses played to raucous welcomes around much of the world including Europe and Japan.

One in eight adults obese - global survey

PARIS -- Over one in eight adults are now obese -- a ratio that has more than doubled since 1975 and will swell to one in five by 2025, a major survey reported Friday.

Of about five billion adults alive in 2014, 641 million were obese, the data showed -- and projected the number will balloon past 1.1 billion in just nine years.

The research warned of a looming crisis of "severe obesity" and disease brought on by high-fat, high-sugar diets causing blood pressure and cholesterol to rise.

"There will be health consequences of magnitudes that we do not know," author Majid Ezzati of Imperial College London told AFP.

The survey, published in The Lancet medical journal, claimed to be the most comprehensive of its kind conducted to date.

People are divided into healthy or unhealthy weight categories based on a universally-adopted measure dubbed Body Mass Index -- a ratio of weight-to-height squared.

A healthy BMI ranges from 18.5 to 24.9.

One is considered underweight below 18.5, overweight from 25 up, and obese from 30 -- when the risk of diabetes, stroke, heart disease and some cancers escalates massively.

With a BMI of 35, one is categorized as severely obese, and from 40 upward as morbidly so.

Among men globally, obesity tripled from 3.2 percent of the population in 1975 to 10.8 percent in 2014 (some 266 million), and among women from 6.4 percent to 14.9 percent (375 million), said the survey -- 12.9 percent combined.

This was equivalent to the average adult, 18 and older, being 1.5 kilos (3.3 pounds) heavier every decade.

"If the rate of obesity continues at this pace, by 2025 roughly a fifth of men (18 percent) and women (21 percent) will be obese," according to a statement by The Lancet.

More than six percent of men and nine percent of women will be severely obese.

Weighty flip-flop

The ratio of underweight people in the world declined at a slower rate than obesity grew, said the authors -- from about 13.8 percent in 1975 to 8.8 percent for men, and 14.6 percent to 9.7 percent for women.

"Over the past 40 years, we have changed from a world in which underweight prevalence was more than double that of obesity, to one in which more people are obese than underweight," said Ezzati.

At current rates, more women will be severely obese (a BMI of 35 or more) than underweight by 2025, and the world will miss its stated target of halting obesity at 2010 levels.

In 2014, the world's fattest people lived in the island nations of Polynesia and Micronesia, where 38 percent of men and more than half of women were obese, said the study.

Nearly a fifth of the world's obese adults (118 million) lived in six high-income countries -- the United States, Britain, Ireland, Australia, Canada and New Zealand.

The US was home to one in four severely obese men and almost one in five severely obese women in the world.

Surgery as a solution?

At the other extreme, the paper said, Timor-Leste, Ethiopia and Eritrea had the lowest BMI numbers in the world, with averages as low as 20.1

More than a fifth of men in India, Bangladesh, Timor-Leste, Afghanistan, Eritrea and Ethiopia, and a quarter of women in Bangladesh and India, were underweight.

"The global focus on the obesity epidemic has largely overshadowed the persistence of underweight in some countries," the research paper said.

"To address this problem will require social and food policies that enhance food security in poor households, but also avoid overconsumption of processed carbohydrates and other unhealthy foods."

Like being underweight, severe and morbid obesity has many health risks.

"We can deal with some of these, like higher cholesterol or blood pressure, through medicines," said Ezzati.

"But for many others, including diabetes, we don't have effective treatment."

The paper says stomach-shrinking bariatric surgery may become the "most effective intervention for weight loss and disease prevention" as waistlines continue expanding.

The data was compiled from 1,698 studies involving 19.2 million adults from 186 countries which are home to 99 percent of the world's population.

Unlike earlier research, studies were only included if the participants' height and weight had been measured -- not self-reported.

The data did not include statistics on children and teenagers.

‘Miles Ahead’ plumbs mute years of jazz icon Miles Davis

LOS ANGELES | Miles Davis, one of America’s most iconic and prolific musicians, went musically mute for several years in the 1970s, and actor Don Cheadle plumbed that silence in his visually jazzy directorial film debut “Miles Ahead.”

“We wanted to find a way to tell the story that would give us the latitude and the license to show a creative person trying to figure out how to be creative again,” said Cheadle, who also stars in and co-wrote the independent film.

In “Miles Ahead,” opening in New York and Los Angeles movie theaters on Friday, Cheadle’s Davis is stuck in creative block.

Set roughly a decade after the 1959 release of Davis’ “Kind of Blue,” which remains the best-selling jazz album of all time, the film finds the mercurial trumpeter burrowed in his New York home following the demise of his marriage to his muse, dancer Frances Taylor, played by Emayatzy Corinealdi.

He’s at war with his record company, hobbled by a deteriorating hip, alternately fueled and numbed by street and prescription drugs, and haunted by history when a reporter of dubious skill (Ewan McGregor) literally bursts through his front door.

Honed during the decade it took to raise the $8.5 million budget, the film’s narrative is a lean, tumbling mix of present, past and reverie punctuated by cocaine and testosterone-fueled high jinks, historical events and Davis’ iconic horn.

“He didn’t know what he was going to say, if he was going to say it, what it was going to sound like when he said it,” Cheadle said of Davis, who worked with musicians from Dizzy Gillespie to Prince before his death in 1991.

Cheadle, who nabbed a best actor Oscar nomination for 2004′s “Hotel Rwanda” and stars in Showtime’s satire “House of Lies,” said he aimed to make a film with “free form and good flow.”

He channeled the musician, known for prodding bandmates to “play what’s not there,” devoting years to learning the trumpet so his fingering would be a match when Davis’ music was dubbed into the film, and choosing actors in the same way that Davis would put together a band.

“It’s like Don Cheadle cast Miles Davis in a movie that Miles Davis might have liked to have been in,” said co-star McGregor. “As a result, the film feels like Miles Davis, it feels like a piece of his music.”
